Mr Pietie Voigt, the Environmental health practitioner, for a wide area, Rietbron, Graaff-Reinet, Steytlerville, Aberdeen, Somerset-East up to the Baviaans, spoke about his focus on ‘preventing is better than cure’, regarding human health, and a clinical environment.

According to him, the cabinet took a decision in October 2002 for Municipal Health service to be devolved to the district municipalities and the implementation date was supposed to be on the 1st July 2004…

The definition of municipal health service is found in the newly promulgated National Health Act 61 of 2003, and, according to mr Voigt, read as follows:

“Municipal Health service” for the purpose of this act, includes:

  1. Water quality monitoring
  2. Food control. Water managing.
  3. Health Surveillance of premises
  4. Surveillance and prevention of communicable diseases excluding immunization.
  5. Vector control.
  6. Environmental pollution control.
  7. Disposal of the dead.
  8. Chemical Safety.

But excludes port health, malaria control, and control of hazardous substances.

The question is whether municipalities are obeying and acting accordingly?
